I bought 2 already so I know it works.

Works great with a generator or battery backup because it pulls such small amount of power
I'm in Missouri, not NY. Home Depot ran a special where the 65 gallon model was slightly more than the 50 gallon. With 65, it's more likely to run in heat pump mode, providing the most efficient method.
Is this an instant rebate? Or mail in offer?

Not to heat but what about the control module?
It has a 4500w element for fast heating when needed and needs a 30 amp 240 breaker, but believe it also has a setting to turn that heating element off and use heat pump only. Not sure on its exact energy use as heat pump only, but much lower. There are also 110v heat pump only versions, so probably well under 2 kw max draw for heat pump only. They estimate average 848 kWh annual energy use, so divide that by 365 to get an idea of how little energy would be needed per day to keep the heater going with average use.
Heat flux generates voltage on the thermocouple, which is then used to regulate the gas valve. If the pilot goes out, the pilot gas valve closes. If the water gets too cold relative to the room temp, the main valve opens up. Once it's up to temp, the main gas valve closes.
I have a pilotless powervent model, so it requires an electrical outlet for the control board running the vent fan, ignition circuit, and gas valve.

For myself, I went to the one at Woodhaven. Go to the Pro services or customer service desk and ask that you want to make a special order and have an instant rebate code.

You probably forgot to wave a $20 when you asked the guy to: "Can you help me get the WH down to the basement."
