This is one place I would not trust HF tools considering a tool defect could mean shock or electrocution since the only reason to purchase these is if you need to work on live circuits. I would personally stick to brand names like Klein, Greenlee, Wiha, Milwaukee, etc. They're not significantly more expensive.
That said, I would stress not to work on live circuits as much as possible.
You can buy a set from Harbor freight for about $12 (using 10% off this weekend). It's not Milwaukee and not UL but has other certification and 1,000V insulation. DOYLE 1000v Insulated Screwdrivers, 3 Piece - Item 64861 https://hftools.com/app64861

For anyone wondering, here's the text for this set from Milwaukee's website:
"Milwaukee® 1000V Insulated Screwdrivers are the only UL® Classified screwdrivers tested to IEC 60900:2012, ASTM F1505-10 & NFPA 70E standards and meet the OSHA insulated tool requirement."

Probably nothing different, but can't be 100% sure. Testing is done at specific values chosen by whoever created the certifications
