Short Answer: It's a joke.
Long answer: They're referring to buying a discounted gift card, using it at full face value to buy more discounted gift cards, and repeating the process thereby compounding the discount repeatedly. It's not even potentially possible on this deal because you can't use a Lowe's gift card on Newegg to buy more Lowe's cards.

I've not heard of any incidents here, maybe through e-gifter or other sites....
