Board is fine for 9600x, bad idea for upgrade to a faster cpu.
We can not in good conscience recommend this motherboard, Junk. VRM trash tier. 5+2+2, Discreet Mosfet, Not using power stages. 1H/1L design, cheaper than even 1H/2L
Lowest of the low. You can not get lower than this motherboard. It is actually THE lowest spec VRM B650 that is on the AM5 Master list.
The design is good for 150-200 watts (not amps). Most b650 boards are between 600-1000 watts (not amps). Using 10-30% capacity is the efficiency sweetspot for VRMs.
This board theoretically would require the VRMs to operate at nearly 50-100% to support the bigger chips.
The Overclock menu is disabled in bios, that's how weak the power delivery is. This is not a good board to start your build with.

But getting a boot drive, 32gb of ram, a mobo and a modern cpu for 350 brand new is a great bundle if you are looking for a low budget new build. When every dollar counts arguing it's just x dollars more isn't always feasible. Just manage your expectations and if you do this seems like a great deal. Just install everything and boot it within the return period in case of a DOA.
I'm pretty sure under 1% of users would notice a benefit from more than 6 cores. I'm a lot more of a power user than most, but the fact is that almost nothing is limited by my Ryzen 5 3600X CPU that I'm running right now.
But I grew up in the 90s playing 2D games at 30 fps. I've been happy with pretty much any desktop computer since SSDs became mainstream about 12 years ago.

Also you are correct on the PCIE slot providing 75W power with the rest coming from the power supply.
