On spend deals $/$$ like this, the ECB's used ding your spend amount for online purchases. For quantity based (ie, buy 2, get $10 ECB) you can pay with them.
Your net cost after ECB and $10 rebate is $11.60, which is $2.90 a tube. It is rare to get Sensodyne this cheap on a per tube basis, so the answer is NO, not typically.

2) not everyone belongs to costco and it costs $65 to join.
3) 15% cashback on $31 at some CB sites, gets you another $4.50 back in cash, no, not cheaper. But thanks for playing our "Costco" snobbery game!
Likely a stock issue at your store, try another store in your area.

But pricing breakdown anyhow:
Costco has 4x 6.5oz for 32 for pronamel or advanced whitening = $1.23/oz ($1/oz when on sale for $26)
This deal excluding the EB (assuming 4oz tubes) = $1.35, with EB as cash it's $0.725
If you value the EB as cash, this deal is significantly cheaper. If you always forget about them or to send in rebates like me than costco is better. Certainly easier.
Something to consider: 3.4oz tubes are TSA-friendly. The 6oz costco ones are not.
