Delta SkyMiles® Reserve American Express Card
Blue Cash Preferred® Card from American Express
Hilton Honors American Express Aspire Card
*Information on the American Express® Green Card has been collected independently by Military Money Manual
To put in bluntly: active duty, Guard and Reserves on 30 day active orders, and military spouses can open any personal American Express card and pay no annual fees.

That is one of the reasons I posted not sure if 100% of people know about it. .
Also says reserves if called up for 30 days and spouse so spouse could get one of the Delta or Hilton cards with a decent sign on bonus for free
