Formula One racing's governing body, the FIA, has revealed details of a new Super Licence points system, making it harder for drivers to become eligible for F1 competition.
From 2016, drivers must have accumulated 40 points over a three-year period, with points allocation based on which other motorsport series they have participated in and the level of results they achieved.
Drivers will have also have to be at least 18-years old, have spent at least two years in junior single-seater categories, hold a valid road driver's licence and pass a test on the Formula One sporting regulations. The existing requirement of completing 300 kilometres in a recent F1 car also remains.

If such a system had been in place ahead of 2015, new Toro Rosso signing Max Verstappen would be ineligible to race in F1 this year, having accrued just 20 points by finishing third in the 2014 FIA F3 European championship - the 17-year-old's only season of car racing to date.

What's going on with the funding of the track near Austin? I saw something about there being a decrease in the F1 funding (or the track funding?) but didn't have time to read the article before we left for the movie.

I figure they'll wind up bankrupt, some investor will save them, and they'll at least find a way to host moto GP, FIA WEC, Tudor united sports cars, etc, but probably not F1. And maybe the daily track rental rates will be reasonable for the sports car clubs, and they can be profitable once somebody escapes the construction debt.
The news will come as a huge relief to the 400 staff at Lotus's factory in Enstone, Oxfordshire, which has been running on a shoestring budget all season.

The news brings an end to months of speculation over the team's engine situation and ensures it will be able to compete in next year's championship.
After an acrimonious falling out with Renault over the performance of its engine at the start of the year, Red Bull approached Mercedes, Ferrari and Honda in search of a new supply deal for 2016. Its advances were knocked back by each engine manufacture and it finally agreed a new deal to continue with Renault supply deal ahead of the Abu Dhabi Grand Prix. The news comes a day after Renault announced it would go ahead with its takeover of the Lotus F1 team and return as a works outfit next year.

In a case reminiscent of the infamous Spygate affair, which saw McLaren fined $100 million (£62.3 million) [telegraph.co.uk] and disqualified as a constructor from the 2007 championship, Mercedes have filed the lawsuit against one of the key engineers involved in their dominant engine programme.
According to court papers released on Monday, Benjamin Hoyle told the team last May he would be leaving at the end of 2015, before they became suspicious that he was stockpiling data to take to his new employers, Ferrari.
Mercedes claim Mr Hoyle and Ferrari have potentially gained an "unlawful advantage", and they are seeking to stop him moving to the Italian team, or any other, until after the 2016 season.

I suspect it'll be a bit of a mess. hopefully the bigger in changes in 2017 will let them do away with it after a year

Casar said that if the city could put the incentive money to better use, he would consider doing so. But denying the track the opportunity for state money would not force state officials to use that money for education or other priorities of Austin officials, he said.
If Austin did not authorize the application, other events in other parts of Texas might receive the incentive money instead, Casar said, and that sales tax money generated here would go elsewhere.
The debate happened after Circuit of the Americas' finances had been making international news.
In November, the American-Statesman reported that Gov. Greg Abbott's administration had decided to reduce the incentive payments to the track for the Formula One race from the roughly $25 million a year state officials had promised to less than $20 million. The governor's office determined that the F1 race was less beneficial to the state economy.
The reduced payments led Circuit of the Americas Chairman Bobby Epstein and F1 CEO Bernie Ecclestone to declare the future of Austin's F1 race in jeopardy.
