For anyone looking to buy a iPhone 8 for the trade-in requirement for Tmobile's iPhone 12, the following are the different sources ranked from best to worst. Keep in mind the phone carrier doesn't matter for the trade-in, so it can be unlocked, AT&T, Verizon, T-mobile, anything. Phone must not have water damage, cracked screen, anything that could be perceived as a cracked screen, password lock, or icloud lock. Small dents, scratches, screen burn, and weak batteries are okay.

TMO doesn't want people doing what you're wanting to do.
To accomplish it, you would need to:
1. Add free line.
2. Wait a year + one day.
3. Port out paid line to another carrier.
4. Keep paid line active on another carrier for 90 days (to preserve number).
5. Port old number back in on free line.
This whole process has taken you 1.25 years.
I have 2 of my free lines in a iPad and a Samsung S4 tablet, with UNLIMITED data.
You have to call them and tell them you want to use the line (promo line) in a tablet but don't want to lose the promotion and you don't want to open a new line for this.
What they did for me, was block the phone service on the line and kept the messaging and data. That way I am able to use it in my tablet.
Every summer my daughter comes and visit from Germany. I take one of the sim card out of my tablet and put it in her phone..
I call T-Mobile and have them unblock the phone service. That way, my daughter has a phone while she is here in country.
When she leaves I call them back and get it blocked again. I have been doing this for close to 5 years. So I know for a fact it works.
Tomorrow I will be calling to try and get another free line.. (Fingers Crossed)

In addition, I just received an email stating my account has been activated, referring to the new line. I just don't want to open the phone if I don't have to but still want to use the SIM card on a different phone.
The SIM in the mail is the activated one, and you can put that SIM in any compatible phone. You wouldn't need to open the phone that's getting shipped to you.
Or, Cricket at 4 for $100. With Cricket, you can pair it with a discounted phone on port-in, which you can use to trade when returning to T-Mobile. Timing is always an issue. There were many who made use of iPhone 7 ($0) / 8 ($50) / 8+ ($100-150) deals with Cricket last year, which were traded to T-Mo for iPhone 11 /12 deals.
AT&T offers $250 GC up to two lines / account for BYOD.
I was in a similar situation when Sprint's free service ended in June last year. Switched to Visible / Cricket, and spent enough time outside (3-4 months) to come back in as a new customer, and combined with Insider / Hookup discount and iPhone trade-in deals. The Visible rebates paid for the time I was out of Sprint / T-Mo. Started with 4-line (primary lines) Magenta plan at $112 and have added three free (secondary / kids) lines so far (Nov 20, Dec 20, Mar 21) - so now $112 for 7. I just missed one more free line that came when Hookup was offered last year, else I would have been at $96 for 7 now. Icing on the Nov 20 free line was the $200 Costco Card + $100 T-Mo port-in rebate. I will stay put for sometime with T-Mo and look for options when the EIP ends to rotate some paid lines.
With BYOD deals with other carriers, there are plenty of places to move around without breaking the bank.

I added a line Sunday night on the site to make sure I didn't miss the promo, but I'm looking to upgrade my wife's phone (trade in of S9) and then either sell my S20 FE for $$$ and get a BOGO S21 5G and perhaps a S21+ or Ultra for me.
Any opinions? I was scouring the Costco sheet and it looks like the BOGO promo ended there on the 18th, so trying to figure the best way.
Also, looking for a phone number to port as well. Will pay via AGC, etc.
No matter where you initiated the free line, you could still do the $800 in bill credits on that new free line if you buy 2 phones. or do the trade in on single line (doesn't have to be the new line). But sounds like your best bet right now is grab a BOGO without trade (whether Costco if eligible or through TMO) and sell your phones on FB etc. I did this and got $475 net on my S20FE last weekend.
Also, Costco does not run or own the kiosk at the Warehouses. It leases the space to Wireless Advocates.

For me, my line was ordered first and then phone later which had the SIM inside. So, now I have a spare.
I don't know they will keep running free line promo.

If you had added just the line without phone, you would have a SIM shipped out and the line gets activated within 24 hours after SIM ships.
If ordered with a device, you likely need the device to activate as SIM is inside.
Here is my sequence of events, which likely helped even without getting the ordered SIM:
3/17 - Free line added by phone support, SIM ordered.
3/18 - SIM shipped.
3/19 - Line activated and email confirmation received. LOU 6 showed up on Account.
3/20 - Port completed in-store over the new line activated on 3/19 replacing it, but iPhone 12 out of stock
3/21 - iPhone 12 activated (8+ trade in) with ported number using the SIM inside. Bill credit / trade-in shows up online in an hour after phone purchase.
3/23 - SIM from 3/17 order gets delivered.
