I must be doing something wrong: I applied instructions to the letter and cannot get the price of $700 (it remains $789 in cart).

Not sure if he forgot of the defaults on the linked deal changed.
However, once changing to JUST the 256 GB SSD, it will be down to $699.

I got this for $350 last Nov after it's price drop war from Microsoft, AND Microsoft then screwed up on their website description of the laptop and sent me a $50 giftcard to not sue.
