They're different cards for different things
I tried to buy 500$ gc from cvs when it arrived, blocked. Called citi from cvs itself infront of a suspecting cvs staff. It was saturday 6pm. After about 30 mins hold, rep on citi fixed after validating my identity. Able to buy. Not sure why you had such hard time!
Its visa gift card to use elsewhere
Having to call and spend 30 minutes on hold and going through the security procedures with a citi rep is a pain, having had to do that multiple times.
