Most reviewers recommend DDR4 at this point since the gains are minor over the price you pay. I got the Gigabyte Z690 UD AX DDR4 motherboard and this RAM:

My experience could not be further from this. It's completely lacking core features of W10, like basic taskbar functionality that is an absolute nightmare to use -- can't unstack windows, forced to use thumbnails instead of window names, completely wasting 80% of the real estate of the task bar which you can't customize or change at all now. No second tool tray or clock on secondary monitors. Games that ran perfectly fine right up to the upgrade constantly hang, crash, black screen, etc. It wrecks VR stability and performance, and I constantly have to restart Steam VR and my computer to get games to even launch. My task bar icons on my secondary monitor scramble themselves into a spaced out mess randomly half a dozen times per day, where they get overlapped on top of each other and scattered into the empty space in the task bar, but the actual clickable area for the window sits in the original now-invisible spaces, and the only way to fix it is to restart the explorer process each time. I have yet to find one single good thing to say about this half baked pile of spaghetti code, and it won't be touched by a single business until they can achieve the basic stability and functionality of W10. It's insane that they removed so much basic content that is imperative to productivity.

how much of an increase in single-core performance over a 5600x? Wanted to see if it's worth the upgrade if that's all I care about. I don't play games but uses solidworks. I read that it was about 20% to 25% not sure if that justifies the $ for this and a mobo.

Only you can decide if it's worth the money but it looks like it blows the 5600x out of the water for that application.

You should still be able to sell the 5600x for $250.

Currently using a 5600x (top dog a few moths ago but aparently a dirty old man now lol) and RTX 3080 for 4k ultra settings gaming, Will upgrading to the 12700k increase FPS much since GPU appears to be the current bottleneck?

Not at 4K unless you have a bunch of background app/streaming at the same time. Less than 1% differences.

You'll see around 10% increase at 1080p , and 5-7% at 1440p.

However, one thing these benchmarks don't show are the minimum fps which contribute to overall smoothness of gameplay.
