If you're going to buy 15 lbs of rice, do yourself a favor and FREEZE THE ENTIRE BAG OF RICE FOR 7 DAYS. Once you do that you kill all the eggs.
You can then proceed to leave the rice outside of the freezer, while also being sure to seal it from air and insects between uses. I recommend a gamma container.
There are always bugs and eggs in your rice. Washing your rice increases your chances of being able to remove them, but does not guarantee. If you want to find out if you have any bugs or eggs in your rice, just steep it in water before using it. The bugs float.
All the above also applies to flour and other ground grains.

It is the same as keeping a bottle of whiskey for years will not age, the whiskey has to be kept in barrel for aging

(Just kidding, nothing against you personally. The joke is only against the WEF going on right now in Davos, Switzerland.)
Costco stopped at my location lately… but these are always 2-3 bucks cheaper at Costco same variety

Yep, this is why pasta boxes often have bugs in them too. The bugs did not get into the boxes they were already there.

By oxygen absorber do you mean those silica packets in vitamins?

Beef jerky usually has an oxygen-absorbing packet in the bag. I know Jack Link's jerky does. If you have jerky at home and the packets aren't hard yet, they're still good so you could reuse them for your bag of rice. When they get hard, that's when you know they need to be replaced.
