Does not need to be. Compact, light weight, not an overpowering or uncontrolled "impact". Brushless or not. This has its purpose and a niche but it is not everything.

Brushless is in theory a more efficient motor with more power for its size but.... you do not get something for nothing and it's not a slam dunk. There are good and bad brushed and brushless things and not all brushless things are better than all brushed things. A bushed motor is a much simpler design internally for the speed controller and cheaper. To offer brushless which is more complicated and expensive at a competitive price point requires design decisions that skimp and save elsewhere. Often, cheap crappy internal electronics for the more advanced speed controller that run brushless equipment is its failure. To make something brushless just to be brushless has a marketing advantage though as the subtle changes with a cheaper chuck, smaller bearings, plastic/nylon instead of sintered metal etc. are overlooked. When is the last time you saw a battery/powered tool that bragged or touted its internal design, type of ESC, bearings, chuck or head design? They don't, they just say "It's Brushless" and most people deduce that's better.
You are correct, because it doesn't have a chuck like a drill or drill/driver would. However, changing screw bits is a snap with this, holds hex bits more securely than a chuck that is meant for round bits, and you can buy drill bits with hex shanks. It comes down to what you would use the tool primarily. Bosch makes very good and durable tools.
Bosch is THE best brand for just pure quality. You pick up their tools and it's something special.

Nonetheless I still sold my 12v max stuff and went Milwaukee. Wider selection, almost as small and light, not expensive used, and they have an amazing M12 shop vac among other great things. Plus they are not very expensive and easy to buy in the states, and constantly innovating.

With a little plastic work, these batteries are interchangeable with the 12V Dremel batteries. Fun little extra there.

According to Bosch: The PS21 and PS31 are very similar, the difference is the PS31 has a 3/8" 3 jaw chuck and the PS21 has a 1/4" hex shank.

I bought this exact product in 2015 for the same price ($69) so it's even cheaper now due to inflation.

I use it regularly and is my go to drill/driver for doing work inside the house because it is small and lightweight but powerful enough to get the job done.You wont build a deck with it but with some hex shank drill bits [homedepot.com] and some driver bits [homedepot.com] you can do most common household jobs with ease.

I love tools. But I'm trying to find a reason for this. I already have the compact brushless Ryobi drill. I know this is smaller, but the trigger control on that is fine enough where I can screw into thin material and not strip ect. Is the use case here just the fact it's very small and quick connect shank?

For occasional use.... Any drill will do. If you need compact, or are moving it around a lot( think automotive installer , up and down ladders) then this may be worth it to you.

How his this "driver" different from the impact driver that comes in the 2 pc kit? I've used the drill in the 2 pc kit to drill and drive screws, and same with the impact in that kit. How is this different, its the drill just with a hex chuck ?

I've seen a lot of recommendations for the Bosch Gsr 12V, which can also be used as a driver when the chuck is removed. But there are probably no such good deals with two batteries.
