I don't see why not? You could plug the power bank into a usb port or charger that only charges when the car is running. The cameras themselves are almost always USB so you could just plug it into your power bank and you're good to go.
I'd wonder about the power bank being able to withstand the temperature swings that car interiors get.

Is the Viofo a129 with GPS & WiFi any good for $110? I've been looking for a few months now. I need to and this Black Friday deal only lets me buy 1. Not sure if the WiFi is worth it. Looks like I still need to get SD cards anyways.
