You can air cool it. If you plan on over clocking it, then liquid would be better, but the processor has thermal throttling so you will never damage it, just cap the max perf you would get out of it.

I use a AIO Liquid cooling on mine. Even with the gigantic heat sink on it. It was still getting angry hot. Once I went on "the juice"...It got a lot happier.

I did a lot of Tomshardware research back in 2019. The Scythe Mugen 5 cools a great deal while still being very quiet. Don't forget that dB should still be considered, it's not just about temp decreases.
