Most sell this config for $400. I got this at $250 Dec. 6th from the seller ITREPLAY.
It had a Micron SATA M.2 SSD that I replaced with a larger NVME drive. Original SKHynix RAM was there. Windows 10 pro is upgradeable to Windows 11 pro as this is an 8th gen I7.

I did see this config minus the SSD on Ebay for $260 around the same time but no Amazon Renewed 90day replacement/refund.
I just installed the latest BIOS update (1/12/2023). One of the reasons I buy Dell optiplex machines are the timely BIOS updates.
