Sure.

1. For just a few dollars more, you're getting an overall better screen in terms of refresh rate, color gamut, and resolution. Yes, the brightness is a bit low as compared to LOQ, but 300-nits isn't bad and overall this has a better display.
2. The processor on this one is more powerful and efficient. Better thermals and battery times as well.
3. Battery is much bigger on this one so noticeably better run times.
4. This is noticeably lighter in weight.
5. Most importantly, since these are gaming laptops, the GPUs are same wattage on both but it's much more powerful on this one.

6. LOQ has an FHD webcam vs HD on this one.
7. LOQ has thunderbolt 4, this neither has thunderbolt 4 nor USB4.

So yes, overall I'd say this is a better package unless any of the above are deal breakers for you.

Is the max RAM capacity really 32 GB?

This looked good when I glanced at this, amazing when I saw it had a dGPU.

I've seen conflicting information about this. Best buy says max 32 GB (2 x 16 GB), but other sites that have this laptop say it can hold 64GB (2 x 32 GB).

FWIW, the official Asus site says 32 GB RAM is the max.

Definitely this.
Not an expert, if you don't mind can you put some points, I couldn't find a proper comparison

Tuf lineup has come a long way. In 2020-21, they were cheap-feeling and skimped big time on the screen, even though they had a fair amount of power for the price. In 2022, they got a metal lid and a somewhat better screen (I owned the A15). And now for 2023 they finally got that coveted 16:10 aspect ratio. As long as you realize that it's not a thin-&-light, and that 1200p at 16" is not very pixel-rich, this is a fantastic deal.
