Sunshine and Moonlight are the server-client pair of apps you will want to use to do any LAN game streaming. They are relatively easy to set up, but it's something you should know about before purchasing if you intend to use this as a game streaming device.

As for performance, I have not had any issues at all with this model of Shield. I used it to replace the smart features on a 2016 Samsung TV that was getting progressively more annoying and losing support for applications like Twitch.

Also what refresh rate does this support? I'm not seeing it anywhere on the product page. I'm assuming it's only 60hz.
I only use this for Plex. I normally use the free Xfinity streaming box for everything else, but Plex is really lame on it.
Plex works perfect on the Shield. Kodi too for that matter, but I don't use that too much anymore.

My TV only supports 4K@60Hz, so cannot comment on support for higher refresh rates. If you plan to use upscaling, the Shield's maximum supported framerate is 60Hz.
Should I just bite and upgrade to get the full OLED experience? Or should I just continue using my 2017 until the next generation Shield?

This is better in nearly every way.
Unless there's something you just have to have with this you're probably better off with the Chromecast because it's still 1/8th the price and a very similar interface.
I love the fact this has a built in Ethernet port and available USB ports - I use them - I acknowledge that most modern non-I.T. folks won't. I've noticed even a lot of the younger I.T. guys don't even grasp why you're better off with a cable most of the time.
Even gaming - if you're using a game stream setup, Internet or from an in-home PC, I can't see a reason to go with this over the Chromecast with possibly the exception of Nvidia's streaming service.
I have plans to buy another one of these eventually for other plans, but I'm a nerd, I don't suggest most people follow me.
This is all on NVIDIA and not in any way Google's fault.
Compare to this say your Samsung Galaxy phone where Samsung puts the latest Android on your phone within a month or two of Google releasing the latest Android. Google updates Android and it is up to each manufacturer to update their own software because each manufacturer does their own flavor.
A new Shield with new processor, and more ram plus ATSC 3 tuner is still on my wish list.
