It's not a necessity, but if you want it get it. However if your iPad works fine then you aren't missing anything.
I try to frame it like, what would I give up to get a new one? Would I cancel streaming (or give up my car for 2 months) for 6 months? If no, then I probably won't upgrade.
Since when? As of 2 years ago and decades leading up to that point, Apple required no verification because they expect family members will purchase for students, etc.

I need either a new laptop or a good iPad for taking my online classes and taking notes. Would you recommend the laptop over the iPad. I like the idea of accessing my notes in my phone and the portability of the iPad. Any advise is appreciated.

Depends on if you want a full sized keyboard or if a 90-95% keyboard is sufficient. With a modern iPad and Apple's Magic Keyboard (including Trackpad), the typing experience is now absolutely outstanding.
I find that more and more, a modern iPad with Magic Keyboard can do most if not all of what most people need in a modern device.
Whether you got an iPad or a Mac, you'd have 100% access to all documents and notes on Mac, iPad, and iPhone, and the apps required to access the data may in fact be exactly the same applications. It's a very, very well integrated ecosystem.

It's a want, they got it because they want it. It's not a need. Does anyone really care how people spend their money?
I don't drink coffee, but I heard coffee goes for 4+ dollars or more from Starbucks. Water is free, but if people want Starbucks coffee, I don't care.
So at 5 bucks a cup of coffee, an iPad Air could be paid for by skipping 154 coffees. Even faster if someone gave up alcohol.
