False. I've bought OB Excellent that was smudged, dirty, missing parts, and actually even defective, such as the recent $325 Zenbook 14X deal where the OLED panel on my unit had artifacts.
On the other hand, I've bought OB Fair that was absolutely pristine with original packaging and paperwork.
I'm not sure if you're aware of this, but some Best Buy GMs purposely put many open box items at lower qualities, even if they're mint, so that they sell quicker due to the lower price.
Bestbuy Open box item is hit or miss. Recently I bought an "open box excellent" Lenovo 2-in-1 laptop. When I receive the laptop, I found the laptop has lots of scratches on the body, and A big dent on the lid. The touchpad stopped working after 1 day use. No wonder it got returned by someone before.

No, the listed quality is not a good indicator of what you get. Just buy it and inspect before purchase. My "good" legion 5 pro was like new but marked down because the box was missing. Fair can also be like-new but missing the charger. It varies a lot.

Might be the area. I'm from Cali and it pops up every now and then, I just open the bestbuy app and add it to save for later and just check every now and then

It was in terrible condition. Corners were smashed like it had been dropped. It was basically a scam by Best Buy or a mix up with shipping.
I'll just buy new vs dealing with that again. F it.
