Pizza delivery guy didn't accept my tip. Was he trying to send a message?

I was visiting San Francisco recently and ordered a pizza and salad from a local restaurant. The delivery guy was in his mid 40's. I only tried to tip him a dollar, but he just said no thanks. I said are you sure, and he declined the tip again. He was friendly and respectful about it. After he left, I started to think that I offered too small of a tip. The bill was around $20, and I just gave my normal Domino's tip. I was thinking maybe he was offended by such a small tip. I should have tipped him around $3. I've never had someone not take money from me. Is a dollar tip offensive to a delivery guy?

With how much more the cost of living is in SF I would say he couldnt even wipe his ass with your tip. Note these guys usually use their own cars and gas to deliver pies hence why the tip is appropriate.
You hair dresser on the other hand probably makes 20$+ an hour, do you only tip them a dollar?

I tip my wife when she cuts my hair
and no I don't think hair stylist should be tipped, but somewhere down the road they became in the tip list.
I used to delivery pizza and I worked in pizza for about six years. A dollar is a very small tip. Would I take it? Yes. At the time I couldn't afford not to. It wasn't unusual for me to say "Wow, thanks for the dollar" or something similiar. (I don't know why I wasn't fired) In particular I remember getting 13 cents of the change and saying enthusiastically "Thanks for the 13 cents!!!!!" Before skipping down the driveway. He did the right thing by acting professional about the refusal. Way to go, pizza guy.
