spec-wise it seems pretty decent. people tend to complain about HP consumer laptop build quality though.
Being an old fellow, I don't get around much these days, but, although you could probably count such on one hand, I know of nobody who was pleased with their HP laptop.
You can check reviews on YouTube for this HP Pavilion 14 review. The reviews are pretty positive. And Blanket statements like that nobody is happy with their HP laptop is a completely misleading statement. Just like every company, HP has some good, best and not so good products and the comparison should be based on the product, not for the whole company.
I for one, is pretty happy with my HP Envy 13 and most people are extremely happy with their new Spectre 13 and 15 series.

I am looking for a new laptop, though, mainly for software/game development and the occasional game playing (not the latest killer graphic games; stuff like World of Warships, Hearts of Iron 4, Civ 6, etc etc). I was going to wait until Black Friday, thinking that I'd get the best deal then.
My budget is no more than $700, maximum. I have a ~$200 Lenovo laptop now that's not too bad but it's just too slow for game development with Unity.

this has integrated intel graphics, so you won't want that for anything game-related.
at/around 700 you can get a laptop with an nvidia 1050 which will handle games much better.
