It's difficult to tell without a higher resolution photo.
If you look at this IPS example you need very high resolution to see the diagonally oriented crystals

The color order (RGB, BGR) is not what determines if a panel is VA or IPS, it's the orientation. If it was just color order, turning the TV upsidedown would reverse the color order, and affect the lateral viewing angles, which it doesn't.
At the moment Hisense USA and Canada are saying both are IPS panels. It's possible both are wrong.
It's possible that the guy with the photo is right, but you can't tell definitively from that photo
