If the internet is out it will work as regular switches. They will have a blinking red wifi sign to show you the internet is down, but they will work normally. If I'm not wrong, they will keep the present state when the power cycle, or maybe off, I had some power outages and didn't have to walk around the house turning them off, but I'm not sure if the lights that was on remained on. But it will not wake you up in the middle of the night in case of outage.
Tp-Link is staying in business as far as I've read. Matter compliant devices should come out by the end of the year. I don't think they've announced if they're going to release their new products under Kasa or Tapo branding.

If I have 20 of these in the house all talking 2.4GHz Wi-Fi, wouldn't it all interfere really badly and make my Wi-Fi unusable? (Assuming some of my devices are also 2.4GHz only)

No, because these use very little bandwidth to begin with. Your issue would be whether your access point can handle that many clients. If your router can handle 50+, you should be fine. Anything less than that and you're pushing it.

For reference, mine can handle 200 to which I have zero issues with 20+ kasa products connected.

Heres my cool story bro moment!

Had bought a crap load of Kasa switches and plugs while back on clearance at walmart and swapped everything out in my house. They would constantly disconnect from the internet and blink red and needed to be hard reset (pressing the reset button on switches & unplugging/replugging the plugs). I literally tried everything (different routers, location of routers, router settings, different ISP's, ISP issuing new modems/routers etc..). Finally contacted TP Link after seeing similiar experiences on the interwebs since they were within the 2 yr warranty period. Their technical support rep kept asking me to try all the things I had already tried, the rep had "Engineer" in his title which I found comical. Long story short they ended up replacing everything with their newer gen switches and plugs (after finally admitting that yes their older gens have connection issues). I have had zero issues since then, they literally have never disconnected. I kinda realized their old gen stuff was finicky when I added a newer gen dual plug to the collection which had zero connection issues in the same room as two switches and 2 plugs that would disconnect daily.

Summary: their old gen stuff was awful, New gen stuff works flawlesly with no issues.

Any advice for 2 dimmer switches to replace a "standard dual" light switch? These all seem to be bigger than standard switches so I'm worried about multi-bank switch setups. I want a dual dimmer, triple and quadruple standard switch replacement.

I also have super old kasa smart plugs that have never had issues, so my experience is a quality product.

Are you referring to 2/3/4 gang boxes? It's very tight and does require some massaging to get all the wires to fit but it can be done. I have 2 switches in a 4 gang box, 3 switches in a 3-gang box and multiple switches in 2 gang boxes all over my house.
