I think that's part of the charm, the cut scenes are done real well. It does let up and you'll be engaged in roaming and combat with a destination in mind.
This is my worry, as in general most jrpgs have absolutely atrocious writing or at the very least extremely cheesy. Huge fan of dmc gameplay, everything else surrounding it not so much. Can you at least skip the cringey mini movies?

Do the cut scenes ever let up? I'm not very far along but I've spent more time watching cutscenes than actually playing anything. So far, I hate it.

Totally skippable. Highly recommend the demo before buying. It'll give you an idea of what the writing is like. I don't like cringe writing either, see Final Fantasy Origins Stranger of Paradise.
