I'm sure citi fought hard in the bidding process to beat Amex to get the Costco account. Part of the terms were probably to offer better benefits for the customer....

But even then the $99 is less than the extra cash back you'll get from using that card instead of using a 2% card so long as you spend at least $20,000 a year.... which the average person will if they're of the "I only want to use 1 card for everything" sort.
That said- if they're able to get top status with BoA they'd do even better over there where a $99 fee gets you 2.625% back on everything- plus a $100 airline credit and other perks- plus 3.5% back at warehouse clubs and grocery stores (so significantly better than this card)- and 5.25% back on a category of your choice which can include gas.
It's two... one free, the other the small AF I mentioned...
The BoA Premium Rewards Card gives you for the $95 fee a $100 airline credit and several other perks (this year a $50 restaurant credit for example), plus you get 2.625% cash back on non-category spend and 3.5% specifically on travel/dining (though if you travel significantly there's better choices for travel/dining spend)
Combine with:
The BoA Cash rewards card (no annual fee) which gives you 3.5% on grocery stores and wholesale clubs, and 5.25% on a category of your choice (gas stations, online shopping, dining, travel, drug stores, or home improvement/furnishing stores)
There's also a (also free) business version of the cash card where you can have a DIFFERENT 5.25% category (choices there are gas, office supply stores, travel, tv/telecom and wireless, computer services, and business consulting).
Even better, that 5.25% category? You can change it on each card each month. On each of the 2 different cash cards.
Again all of the above assume you have top tier status with BoA (Platinum Honors- which is usually most easily gotten via throwing some retirement $ into an IRA at ML)
Folks who travel significantly can still beat these reward rates in many cases using the Chase or Amex ecosystems (or in rare cases the Citi one with TYP).... but for cash back folks the BoA/Plat Honors setup is pretty good- leverage that plus the 5% freedom and discoverIT (or 10% if you churn discover) cash back quarterly categories and you're pretty well covered.
FYI for people who have this card and a cash back reward certificate that they haven't used yet - if you don't want to go into the store to use the reward certificate or to cash it out, just contact Citi through the Messaging function and ask them to apply it to your statement as a credit. Obviously this isn't the most ideal method for redeeming the certificate but it makes it easier if you don't want to go to Costco right now due to COVID-19

I have top tier status at BoA with the Cash Rewards card, but the unfortunate thing with it is that it has a quarter maximum of $2500k spend. You hit that limit pretty quick.

And the 2.625% on non-category on the premium one has no cap
So between those and the freedom/discover 5-10% quarterly caps it should provide decent coverage

I don't have the biz card and I'm not sure the 2.625% is worth it to me with the annual fee. However, it does give you $500 sign up bonus essentially, but do I want to manage another card that I may have to get rid of due to fees later?

A free $500 is a free $500... (there was also a $50 restaurant credit this year since they knew folks wouldn't get as much use out of the $100 airline credit as usual)

A free $500 is a free $500... (there was also a $50 restaurant credit this year since they knew folks wouldn't get as much use out of the $100 airline credit as usual)

You need a Costco membership but you don't need to shop there. You can also shop online. There's no foreign transaction fee.
So the membership fee, is kind of an annual fee in a way, you have 6o pay it.
