Don't know about Google Voice -- I ported in a number with no problem, but it was from a different wireless carrier, not Google Voice.
There is no activation fee.

edit to add: Just realized I think you are talking about using Ting as an intermediary to port in a landline number to Ting, then port out to Google Voice. No personal experience with that, but maybe someone else can chime in.
