This can be said for every high end chip. Tech changes quick, go for the gusto if you want it.
And depends on the chip stock when it does come out (currently predicted sometimes in 2022)
if you're gonna spend this kind of money...then just wait? for how long? what are we waiting for? what if you need it now? what if you have the disposable income? what if you've already been waiting since the 3000 series? what if you have all your parts? what if you just want to build now? should we just keep waiting? if am5 is gonna cost this much, should you just wait until the next gen? what if you can't get am5 when it comes out, should i get this then?
please tell me, under WHAT SCENARIO does it make sense in your head to get this chip?
i'm assuming that you are not the target audience for it but you fail to even understand that you aren't the audience because you probably only think about yourself? are you conflating your current disposable income issues with everyone else?

Personally I would wait, you either end up with a better product via Intel 12th gen on a socket that will last 2-3 generations or you buy the 5950x at a discounted price in 2 months because AMD now has competition, but unfortunately AM4 is basically a dead socket at this point, so its a better upgrade than a full build.

How often? What are the stats? I bet you that's less than 5% of people who even build PCs. The generation to generation jumps are so tiny that most people hold onto their CPU for quite a few years and by then - there is a new socket or your motherboard is incompatible or there are other reasons to get a new motherboard (new connection standards, all the RGB, etc. etc.).
Socket upgrades is a moot point and I'd highly recommend no one buy their CPU with the notion that they're gonna be upgrading to a newer version in the same socket with the same board because the chances are very slim.

For many, an ideal "slickdeals" scenario to get the highest end of am4 socket b550 and x570 mainboards begin being clearance while remaining on retail shelves. People interested in this CPU will likely be aware of am4 is a long-lived socket and that am5 + zen4 is something they will definitely want, and that selling or retiring their 5950x in some dusty old b450 system would be a waste.
You're conflating disposable income and impulse control.
