You get dual monitor support, a faster processor, better read/write speeds on a base model over the M2 Air, faster Wi-Fi, and better mics.
Think about it over the life of the laptop, $100 isn't as much over the course of 5-7 years. If you can swing it, I would spend the extra $100.

Unless $ is really tight or someone has an absolutely strict budget, It's not worth worrying as much over $100 over the course of a device used for 5+ years.
Think about it this way, brand aside, does it make sense to pay $100 less for a 2 year old laptop vs the latest/greatest? The M2 base is handicapped by slower NAND chips alone.

Now that I think about it, in June I'll probably get m3 MBA. BTW this is for high school student, so in that context would m3 be worth? I have not used any of the m2 or m3 machines(ive only used m1 so far), so I dont really know.

When would I notice the 15%-ish speed bump the M3 gives when gaming?

If money's tight, save the $100 and get the M2. If it's not, get the M3. But in either case, most people will not be able to see any difference in normal use.
Knowing how Apple gate keeps stuff, wouldn't surprise me if M3 has some additional games available that M2 or M1 won't.
Just something to think about for the average casual user. Someone might want to do something small like that on their Mac.

For basic use, M1 to M3 isn't as big of a leap as it is from Intel to M1, but if someone spends good $, might as well get the most longevity out of it for sure.
M2 is still a 2 year old laptop with a lot of life left in it. But since M3 is so new, it's going to get more updates down the road.
Apple's lineup is so convoluted with a 2022 iPad Air using the same processor as a 2020 MacBook Air, so it's tough to say how much time the M2 Air updates will be around.

Please point to a game that works on M3 but not M2. Until then, that's a theoretical guess on your part. Pretty much by definition, Apple's going to want to make sure all the "small" stuff works on as many machines as possible because their market penetration is so tiny.
Enough with the r/w nonsense. Nobody cares, and unless you write to a TB4 disk all day, neither should you.
The real difference is about 10-15% per generation in CPU and GPU. That's it. It's not worth getting excited about.
