For the graphics card your gonna pair this with, it's been proven that upto an rtx 3090 it doesn't really change the performance of the gpu. And this cpu is never gonna get paired with something that powerful. More likely something in the rtx 4060 range and it will in no way be effected by the pcie 3 speed.

A low end build is likely going to target a lower resolution like 1080p, which means its going to be more taxing on the cpu. I ended up going with a 7600x3d bundle from Microcenter when it was on sale for $300 which doesn't limit the gpu that gpu at all. Not a bad deal since woot had it for $250.
