How to get the price listed (aka "hack):
1.) On product page you will see
"Free Gift With Purchase" Select
Milwaukee M12 12V Lithium-Ion Cordless 3/8 in. Ratchet (Tool-Only) $149.00
2.) Add to cart.
3.) In cart select
two different stores for pick-up for each line item (Kit at store A, Ratchet at store B).
4.) Go and pick up the starter kit at store A once notified it's ready for pick-up.
Cancel or allow the other item to be cancelled on it's own after a few days.
Conversely, if you want to try shipping, you can select shipping for both items and attempt to cancel the ratchet only after placing the order. This may or may not work.
Hack the planet.

Just ship it to your house. The receipt will lower the cost of each item due to the free item. Return the free item and the result is $138 before tax.

The only message I see when selecting two different stores is this:
Multiple store locations are selected for pickup. Before proceeding to checkout, please take a moment to review and, if necessary, modify your store locations for pickup.

The hack requires no effort if you're doing it properly. You can simply cancel the second item online, and you're not on the hook for more effort just to hopefully save $11-17.
However, I do wish I had seen that deal before pulling the trigger, as I would have likely kept the ratchet for the extra $63 + tax difference.
Edit: How is logical reasoning "unhelpful?" These SD haters need to get lives.

EDIT: It worked on the mobile app. Both pickup options, just two different stores. Thanks OP
So, if you think you can get by with a lower torque impact, I'd go with the M12. It's lighter and more flexible.
