I have had minor issues with HD on these hacks in the past -- their CSRs have pushed back a bit when I tried to decline or return the add-on ("but it is free"). This time I was able to arrange for the items to be waiting for me at separate HDs. I picked up the item I wanted, cancelled the add-on at the other HD, and I encountered no issues.

I've built a couple houses (though not my occupation), fences, decks, etc.. I own or have owned dewalt 20v, m12, ryobi, and other random sets (porter cable, bosch, etc). For a homeowner doing casual work, ryobi (or comparable - eg, craftsman) is probably the best bang for the buck. The tools are not as good (usually not brushless, and have plastic gears instead of metal), but you could buy them two or three times for the same cost. Additionally, you'll likely not use them enough to wear them out (batteries can also be had fairly cheaply when on sale). Having said that, M12 fuel is a great set that's light and small enough to be used in awkward spots (eg, screws inside of cabinets), but they're still way more expensive than a cheap set of ryobi or comparable. So, you've got to decide on the cost/benefit for yourself.
Aside from all I just wrote, I prefer dewalt for construction (impact driver, circular saw, etc), ryobi for odd tools due to the affordability (caulk gun, etc), bosch or m12 for appliance work, and m12 for automotive. I also have and really like the dewalt flexvolt chainsaw and weedeater. Probably don't be like me though, and just pick one set to build upon.
To answer your main question, yes, M12 sets do come along periodically (look at HomeDepot special buys). However, you're probably better off building the exact set you want using the return hack.
