Does the gen 4 drill have a functional chuck that can actually limit torque? Or is it still completely worthless to set a lower torque, like with the last gen?

Three issues. 1-this is gen3, not 4. 2-picture shows M18, not m12. 3-this is msrp, so not a slickdeal

Not the same kit. Your link is gen 2. OPs link is gen 3. Unlike the title claiming gen 4 M12 (which doesn't exist) for $229.99 which is retail for the gen 3 kit that they linked.

The hammer drill of the Gen 3 went back to a traditional mechanical chuck. The Gen 2 Drill had the electro-mechanical chuck that many people did not like.
