I'm hoping this fits my needs rather than overly exceeding it.
Hey man, 7800 XT is coming out on Sept 6 and was confirmed to be available direct from AMD at 500 with starfield premium bundle.
It just put up a early YouTube video benchmark where it smashed a 4070 at 4k ultra in neutral and Nvidia biased games with about 4070ti performance.
Fsr 3.0 was just announced to work now with all direct x games.
Let's take this with a grain of salt and wait for the release and not official reviews but it seems legit.
Rumors are that it's beating a 4070 in several games even with Ray tracing, we'll see.
If you want starfield premium, I think the 7800xt is a no brainier if all this holds up.

If those benches are accurate, most everything should run at 4k on high, instead of ultra pretty close to 80-100 fps.
Supposedly FSR will be fully supported by direct x now and moving forward and will be in all games.
And I'm 100% getting starfield premium with the dlc on release, so that makes this card 400 for me. And it's a legitimate buy on launch title for once and I really think they are gonna hold strong on the 70 dollar base game price to promote game pass and it's new increased price.

I was set on trying to find another cheap as possible 3080 or something but this is gonna be allot of value for 400.

I'm building my current pc pretty much for stargield also, if this'll play it at 4k high I'll be a happy camper especially if that tdp is correct. I had my eye on a 4070 just for the low tdp, but now ill for sure go for this since it has comparable power usage. Thanks for all the info!
