Used will be cheaper but that going with that course comes with its own set of risks.
The real issue is that the M3 version is only $100 more and you'll get that extra year out of it before it's EOL'd, if you even have it that long.
And here's another thing, which is that many don't want a Pro because they are heavier to lug around... I'm not one of those people but I've had friends over the years flat out reject Pros, or even the larger Pro of a given gen vs the smaller version, because of the extra pound.. Or since you're comparing a 13.6" Air to a 16" Pro, call it TWO pounds.

For us, we got both. I got my son a "new" 15" M3 Air (Amazon return with 4 charge cycles) for $800, and myself a BestBuy refurb 16" M1 Pro with 60 cycles for $1000.
Mine's 60% faster GPU, slightly slower single core, slightly faster multicore. I get more RAM&storage, a bigger screen and ports, he gets lighter and more portable.
