To me it sounds like you should just get a tablet…
The machines you mention are pretty different. If you don't see / understand the differences you might want to do some reading. The M2 is a little faster than the M1; the M1 Pro is a faster than both, particularly for multithreaded tasks, and has faster graphics than both. But what really separates the 14" Pro is the better screen and more ports. That said, you'll (he'll) pay for it in battery life; the Air has the best battery life of these models.
The M2 and M1 both have 4 performance cores; this MBP14 has 6 performance cores. The $2100 1TB MBP14 has 8 performance cores - roughly double the speed of the Air models and roughly 1/3 faster than the MBP14 512GB model, amongst other differences.
But more cores helps the most when you're doing significantly parallel operations, like video encoding. If you're just browsing Facebook, none of these will feel that different.
It said 2nd year warranty. If you use citi card, addnl 2 yrs after first 2 yrs?

The MiniLED promotion display, Apple's great trackpad and keyboard, the ergonomics, and the laptop's efficiency/power are a pretty compelling package.
No doubt technology always gets better, but $400 off MSRP on an otherwise $2k laptop sticker price is a great option for consumers looking for a new machine to last many years to come.

I wouldn't be as fixed on RAM as I think you are - at least until I understood exactly what was wrong with the old machine.
It's incredibly unlikely, assuming your son keeps the Mac up to date, that any "virus" got onto the Mac. Even if he doesn't, it's very, very unlikely he's got a Mac "virus". To me it sounds like he's fishing for a way to get dad to buy a new Mac.
He can netboot that Mac and reformat/reinstall (latest MacOS) in 30 minutes from any internet connection just by hitting a few keys on the keyboard. It's trivial.
** And that MBA2017 will be an absolute disaster for gaming. Even Mac gaming. Completely noncompetitive.

Worth the extra $230?

There are very few cities that charge a sales tax on businesses operating within their limits.
As for funding infrastructure projects, those are made up by property taxes, bonds and federal grants.
