Just keep in mind, warranty doesn't mean accidental. That's what Apple Care is for, you can throw into a fire or a pool and they will give you a new one with some deductable.

There are over 19 000 (Nineteen Thousand) Cities in the United States. If even your point were sustainable for cities alone (it is not, more later), 38 out of 19 000 is 0.002 or two tenths of a percent. Since it's not restricted to just cities but really is localities at large, some of which include cities, others county-wide, the reality of what I says is even more precise for you to consider.
So what are you going to say for the other 18 960+ cities not covered?
Sales taxes comprise of general not specific revenue for local governments. General revenue does not go to funding infrastructure projects, they go to things like maintenance, venue and event funding, sheriff and DA funding, health and welfare funding and other things like optional funding, transportation funding or even things like city or county funds among various other items I didn't list.
Unless a sales tax specifically calls for (as in is set forth in legislation) it goes into general revenue funding for a locality. This is a critical distinction you should understand.
Please stop the myth of how things are funded at local, state and even federal levels. One of the most repeated lies in this country is how people think things are paid for by taxes when it's clear they have no idea at all; they repeat falsehoods they hear from others or simply misinterpret what they see online.
Make sure to turn off any credit freezes you may have too before the application.
