Compared to the original Gloomhaven, it's much easier. So it's all relative. It will be complicated if you're new to strategy games. But the game does a great job easing you in; the first five scenarios are a tutorial that holds your hand through everything and slowly introduces mechanics.
Setup for each scenario takes maybe 10 minutes, less if everyone's helping. Compared to the original Gloomhaven, which took like an hour to set up each scenario.

This is a lot of gaming for less than the price of two movie tickets.
This.
Sure, it's complicated, but you should really understand your tolerance for complication in games before making boardgame purchases. For me, Scythe and Root cross over into too complicated territory because those I play with like simpler games.
Board game newbie question - do you have to play through all the scenarios with the same party, or could folks drop in/out as needed?
And is this replayable, or do you change the game like the "legacy" titles?
Also, what's a good age range? 10+ or is it more for adults?
Yes, you really need to play with the same group of people in this game. You can buy reusable stickers for this game for around $10, otherwise the stickers are permanent and cannot be reset. Age rage is relative... the game is on the darker side with blood sucking creatures and some of the game boards covered with not insignificant blood splatters... regarding the gameplay, a solidly reading kid with help from an adult could play with the fam and have a a good time. There are many "how to play" videos out, so maybe watch one and decide from there

The setup for JOTL is very quick. Place the scenario book on the table. Play tray of cardboard chits next to table. Get out monsters standees, Monster Decks, Monster AMD. For each player, get out AMD and Class Deck. Place Minis. Read the intro flavor text and start playing. It is all of 10 minutes if you are taking your time.
JOTL isn't terribly complicated. The big issue that people will have is that Cephalofair isn't succinct in how they explain rules. Secondly, Cephalofair's rules are LITTERAL. Don't read into them or do "I am a RPG character, so roll-playing it I am confused on things." No. The mechanics function akin to computer code/math -- do what it says as it says according to the order of operations. It can take a bit to wrap one's head around how the AI works -- don't overcomplicate things, just do things in order of operations. In the case of a true rare edge case, its fine to go either way. We always choose what is worse for the players.

It's a great precursor to full-on Gloomhaven. How it's played has a great overview of the game on YouTube.

That is because the storage solution for GH is bagies and map tiles strewn in a very large box. With a proper storage solution, setup is about 15 min, less if everyone is helping.

1. In and out as needed! Everyone can share the same character or have their own. The game self-adjusts based on the average level of the players.
2. Replayable. Stickers are just used for a decorative progress map that does nothing -- no need to reset. Use a free app / website, or tracker.
3. Depends on the skill and maturity level. You can adjust the level of the scenario down so less skilled players have fun. Lots of blood and guts and demonic stuff, though, so I would suggest 14+.
At sub $25, JOTL is a must-buy if you (plays fine as a 2 handed single player) or your gaming group likes RPG dungeon crawlers. It is really more of a puzzle game with RPG elements -- scenarios are puzzles of how to arrive at the win condition via the usage of class cards which move your mini around the board defeating monsters, collecting loot, and getting XP.
It is a tremendous amount of fun and the best iteration of the *haven universe. There is a lot of stuff in the box. The game has 8 levels of difficulty (normally based on player level) but you can adjust down if you are having problems. JOTL is setup so that the initial scenarios teach the game -- and they do this very well. Some of the themes are for older kids (lots of blood, guts, and demonic) so be mindful of that.
Layout and storage of the many many cards and cardboard chits is done very well. Takes about 10 minutes to setup a game. The teardown is longer and there is some post-game record-keeping and player class updating to take care of.
If you like this, get Gloomhaven (first edition) and you can play these character classes in that game. Frosthaven is more GH, more polished, but also strangely both over and under-produced (still a very worthwhile game).

Everyone is telling you the age range based on the gore factor. I feel that is for a parent to decide. If your child has watched Lord of the Rings, this is about on level with that sort of fantasy violence. As far as actual play, my 9 y/o (now 10) is able to play one of the simpler roles, although we do need to help him plan things out because he tends to focus on just his character rather than the team, which can lead to failure.
You can add/remove a player at any time, although they will struggle if the group has advanced more than a few levels. However, it's your game. If you want to bring someone in, then you can choose what level and perks they get, if any, to start them off.
